Job Description:
Performs intermediate testing and commissioning knowledge of
substation utility protection and control circuits. Performs commissioning
activities and interprets results and conducts and documents commissioning
activities. Executes tests on a variety of protective relays. Supports
potential projects, and prepare proposals, estimates, and schedules.
Connects to and communicates with a variety of microprocessor relays.
Performs troubleshooting and problem analysis associated with protection
and control systems and utility substation equipment, including application
errors and omissions, drawing errors and omissions, wiring errors and
omissions, settings errors and omissions, equipment malfunctions,
questionable apparatus test results, and battery ground faults. Plans,
coordinates, performs, and documents the commissioning of various utility
substation protection, control and power circuits in accordance with
company and client requirements. Develops detailed and complex
project-specific testing and commissioning plans, outage plans, and energization plans.
Develops a Site Risk Assessment to document all high-risk construction
and commissioning activities and to formalize the processes of
circuit isolation and restoration to limit unintended operations of
station equipment and protection systems and personnel safety. Assists
other engineers and technicians during commissioning and startup of
systems and equipment. Conducts formal walk-down procedure prior to
energizing any equipment. Performs Control Circuit Testing, CT/PT circuit
testing, and in-service checks. Performs isolation, setpoint testing,
advanced logic testing, and scheme testing. Sets up, tunes, and programs power
line carrier equipment and audio tone equipment. Requirements: Master's degree in electrical engineering or
related field (willing to accept foreign education equivalent) plus 3 years of
experience performing electrical transmission and distribution field
service engineering or alternatively, a Bachelor's degree and 5 years of
experience as noted above. Also requires: Demonstrated expertise (DE)
leveraging Institute of Electrical and Electronics Engineers and
International Electrical Testing Association industry testing and
commissioning standards and guidelines to successfully perform testing, commissioning,
and placing into service utility substation protection and control schemes
and equipment; DE designing AC and DC schematics, wiring and
interconnect drawings, and one line and three line diagrams for electrical
protection systems, including relay communications; DE leveraging medium
and high voltage substation and power plant equipment and performing
apparatus testing and interpreting test results; and, DE testing and
