The Frederick National Laboratory is operated by Leidos Biomedical
Research, Inc. The lab addresses some of the most urgent and
intractable problems in the biomedical sciences in cancer and AIDS,
drug development and first-in-human clinical trials, applications
of nanotechnology in medicine, and rapid response to emerging

way. PROGRAM DESCRIPTION The Facilities Maintenance and Engineering
(FME) Directorate is responsible for laboratory space,
administrative space, infrastructure, campus landscape, planning,
design, and construction management at the Frederick National
Laboratory for Cancer Research. KEY ROLES/RESPONSIBILITIES In this
role, you will lead a team and interpret, organize, execute, and
coordinate the engineering technical aspects for complex projects.
You will participate in project planning, proposal review, and will
own the engineering elements of capital estimates. Your technical
guidance and recommendations will ensure engineering aspects meet
project requirements and remain within scope and budget. This is a
hybrid position and will require three days of in-person attendance
per week at the assigned office. Weekly in-person schedules will be
determined by the individual and their supervisor. Responsible for
multiple small complex projects or designated large sized highly
complex engineering assignments performed with in-house and
outsourced engineering services in support to the National Cancer
Institute. Responsible for interpreting, organizing, executing, and
coordinating assignments. Provides technical guidance during
project planning phases, prior to proposal submission, with a focus
on engineering and construction review. Provides input and owns the
engineering elements of project capital estimates (proposals and
execution) quantities, and budgets. Establishes the detailed
engineering components to the project execution plan and develops
overall project engineering budget and schedule. Responsible for
the engineering elements of a project capital estimate (proposals
and execution) quantities and budgets. Reviews major changes or
deviations in project scope, project material quantities, budget or
schedule, and assists particularly with defining the change,
obtaining accurate estimates of the hours involved, and
recommending budget adjustment. Coordinates engineering efforts
with Project Manager, Subcontracts, Construction Administration,
Quality Assurance, Environmental, Health and Safety (EHS), and
Project Controls. Directs the preparation of project studies,
reports, forecasts, special engineering reports, and space planning
deliverables. Responsible for the allocation of engineering staff
to support project needs. Coordinates with Operations and
Maintenance supervisors to provide engineering resources for
troubleshooting and repair of unusual issues. When assigned,
directs engineering activities in preparation of project proposals,
including estimates for engineering staffing, quantities, scope
reviews, schedules and coordination with Leidos Biomedical Research
(LBR) Program Management Office and other functional groups.
Conducts annual performance reviews in accordance with approved
procedures. Meets with LBR HR business partner to address employee
relations issues, career development, and disciplinary actions.
Reviews and approves design documents, change orders, material
requisitions and specifications for construction or procurement
use. Supervises the preparation of reviews and endorses bid
analyses and recommendations for procurement of equipment material
and services within Engineering’s scope of responsibility. Resolves
field-initiated questions on engineering. Visits jobsite as
required for exchange of information and trouble shooting.
Coordinates activities among the design groups on the project.
Initiates requests for specialized professional services.
Coordinates with professional firms throughout the period of
performance. Initiates LBR/NCI correspondence related to the
engineering portion of the contract. Reviews project engineering
progress against approved schedules, evaluates changes and takes
corrective action when required. Manages the flow of information
required from third parties to assure the timely progress of the
engineering work. Ensures that Technical Assessments are
comprehensive and complete, safety practices and procedures are
implemented, and engineering design and corresponding design
documentation are in compliance with project Quality Assurance plan
and procedures. Communicates complex technical issues and
recommends solutions to stakeholders, project and functional
management as directed and as appropriate. Champions the creation
of a project work environment, supported by leadership, which
fosters openness, trust, communication, teamwork, empowerment,
innovation, and satisfaction. As directed, manages the complex
organizational interactions that evolve from the participation of
several LBR and NCI entities on the project. Establishes and
maintains access to technical experts in the advanced technologies
pertinent to the project and sets up channels of communication to
bring this expertise to bear effectively on the engineering effort.
Requires a broad knowledge of administrative practices. Performs
and manages the work in accordance with relevant Engineering
Standard Operating Procedures (SOPs), NIH design guides, and other
relevant industry guidelines and standards. Coordinates design and
procurement schedules for approval. Prepares, approves or
recommends approval of SOPs for engineering, as required. BASIC
QUALIFICATIONS To be considered for this position, you must
minimally meet the knowledge, skills, and abilities listed below:
Possession of a (CHEA) bachelor’s degree from an accredited college
or university according to the Council for Higher Education
Accreditation. In addition to educational requirement, a minimum of
four (4) years of related experience, including two (2) years in a
supervisor capacity. Licensed or eligible for licensure by comity
as a Professional Engineer in the state of Maryland . Technical
knowledge of related engineering systems, engineering calculations,
applications of engineering and construction methods and materials,
and engineering application of computers. Proficient knowledge of
project engineering processes and procedures. Experience in
laboratory construction and facilities maintenance. Strong
knowledge of construction practices, associated economic
considerations, and emerging methods in design and construction.
Proficient knowledge related to planning, application, and
coordination of 2-D and/or 3-D Computer Aided Design (CAD) design
processes on a project. Knowledge of industry/regulatory codes and
standards and design criteria. Ability to obtain and maintain a
security clearance. PREFERRED QUALIFICATIONS Candidates with these
desired skills will be given preferential consideration: Over 15
years of progressive work experience, including supervision,
preferably in project and staff design engineering or architectural
design but may include other relevant types of engineering
including startup, field engineering or plant operation in large
industrial plants, utilities, process plants or
engineering/construction firms. Strong communication skills with
all levels of personnel through written and oral presentations. JOB
