Summary: The Critical Infrastructure Protection (CIP) Analyst is
responsible for providing onsite client support to the Joint Staff
Homeland Defense Division (J-36) Mission Assurance Branch. The
Joint Staff J-36 Program plays an integral role in supporting
Mission Assurance (MA) and complements other Protection Program
efforts that also contribute to MA through Risk Management (RM).
This CIP Analyst is responsible for supporting the Chairman of the
Joint Chiefs of Staff (CJCS) with implementing and facilitating the
Mission Assurance Construct in accordance with Department of
Defense (DoD) Directive (DoDD) 3020.40, “Mission Assurance (MA)”
and DoD Instruction (DoDI) 3020.45, “MA Construct.” Support to the
MA Construct’s four processes (Identification, Assessment, Risk
Management, Monitoring and Reporting) includes coordination of
defense critical infrastructure asset nominations, asset
validation, integrated assessment scheduling (IAS), management and
revision of assessment benchmarks, the coordination of risk
management packages and briefs for the Mission Assurance Senior
Steering Group (MA SSG) and Mission Assurance Executive Steering
Group (MA ESG) meetings, and Monitoring and Reporting through the
designated information technology systems. This person will assist
in the planning, organizing, and coordinating of CIP and MA Program
requirements for the Joint Staff. Essential Functions: Support
Joint Staff J-36 MA Branch client on all CIP and MA matters. Assist
in the preparation of graphical, oral, written reports, briefs, and
products in support of the CIP and MA Programs. Conduct reviews of
military headquarters plans, policies, and directives, ensuring
compliance with DoD policies and directives. Develop briefings,
program documents, reports, instructions, and information papers on
CIP and MA requirements. Lead Joint Staff integration efforts for
enterprise-level Mission Assurance IT systems. Serve as a primary
liaison for the transition and modernization of Mission Assurance
capabilities and their supporting IT systems. Lead integration
efforts between various Mission Assurance data systems and
analytical platforms to enhance enterprise capabilities. Provide
direct support to the Mission Assurance community during the
fielding and adoption of new decision support tools and platforms.
Maintain a real-time vulnerability tracking system for critical
infrastructure assets across enterprise Mission Assurance
platforms. Support initiatives to update critical guidance related
to mission and infrastructure security. Contribute to the
development and refinement of Mission Assurance-related data and
information standards. Support discussions with key stakeholders to
define and implement IT system business rules and requirements.
Function as a primary liaison and representative for the Joint
Staff during major system capability transitions. Coordinate and
prepare briefing materials for senior-level boards and executive
meetings. Provide subject matter expertise and direct support to
branch leadership during senior-level governance forums. Compile,
organize, and present all relevant risk mitigation and remediation
recommendations from across the JS, OSW, DoD service components,
and stakeholders to senior leadership. Coordinate with
cross-directorate and inter-agency partners to prepare for and
execute high-level working groups. Participate in conferences,
working groups, meetings, and other events related to MA, as
required. Assist in various administrative duties, as needed.
Competencies: 4-10 years of exp. with DoD and critical
infrastructure programs preferred. Excellent writing skills and
strong communication abilities. Experience using tools and
applications such as Word, PowerPoint, Excel, and SharePoint. A
deep understanding of risk management principles and
methodologies.Proven ability to lead cross-functional teams and
coordinate with inter-agency and inter-service partners. Ability to
manage multi-phase projects, including briefing preparation,
stakeholder coordination, and system capability transitions.
Ability to work in a team environment and take initiative to help
ensure team tasks are successfully completed within required
timelines. Strong ability to interact and communicate both written
and verbally with people at all levels. Possess strong
problem-solving skills. Requirements: Education & Experience
Requirements BA or BS in public policy, political science, security
studies, or a related field In lieu of a degree commensurate
operational experience (4 years) may be substituted. Experience in
leading or supporting systems integration and modernization
efforts. Experience in managing enterprise IT systems, overseeing
schedule tracking and maintenance, and leading data integration
efforts to enhance operational efficiency and decision-making.
Other Requirements: Security Clearance: Obtaining a DoD TS-SCI
Clearance. Applicants selected will be subject to a government
security investigation and must meet eligibility requirements for
clearance level required for the job. Valid Passport: Possession of
a current passport with a minimum of eight months remaining until
the expiration date. Travel Flexibility: Willingness and capability
to travel, CONUS and OCONUS approximately 5% of the
