(Security) This position is on-site when required, otherwise
remote. Based in Maryland, you will report directly to the
Department of Human Services’ (DHS) Information Technology (IT)
Assistant Director of Network Services for Technical Services. The
primary function of the Senior Network Engineer is responsible for
developing, monitoring, implementation, maintenance, and
troubleshooting network infrastructure activities across the
enterprise. Candidates chosen for an interview will meet the
Education, General Experience and Specialized Experience
requirements provided below. Candidates should be prepared for at
least one on-site interview after initial screening. Work Location:
Hybrid on-site in Baltimore, MD and remote as negotiated(21-4.2)
Responsibilities/Duties: Responsible for the design and
implementation of large data communications or telecommunications
networks. Maintains proper records of the designed networks. The
network documentation should include network drawings, text
descriptions and equipment configurations. Maintains documentation
during the installation and implementation processes. Advises OTHS
management and provides technical guidance on networking solutions,
product plans, and roadmaps. Provides OTHS management with reports
on network availability, network performance, and project status.
Plans and monitors the installation of communications circuits.
Manages and monitors local area networks and associated equipment
(e.g., bridges, routers, modem pools, and gateways). Conducts short
and long-term plan to meet communications requirements. Plans,
designs, and builds DHS’ local area networks (LANs), wide area
networks (WANs), from determining cables layout to placement and
selection of firewalls, routers, switches, etc. Performs in-depth
analysis, develops improvements, and decides what hardware and
software are needed to support the network. Looks at current data
traffic, estimates how growth will affect the network and create
models to predict future network needs. Research new technology and
determine what would best support DHS in the future. Prepares
tradeoff studies and evaluations for vendor equipment. Generates
network monitoring/performance report for LAN/WAN utilization
studies. Advises OTHS management and provides technical guidance on
networking solutions, product plans, and roadmaps. Provides OTHS
management with reports on network availability, network
performance, and project status. Performs configuration,
implementation, monitoring, problem resolution, and maintenance of
firewalls, routers, switches, access points, network access control
(NAC), Network Management Systems (NMS), Intrusion Detection
Systems / Intrusion Prevention System (IDS/IPS), Virtual Private
Networks (VPN’s), and security information and event management
(SIEM) system. Use diagnostic programs; and utilities to ensure
99.9% network availability. Interacts with other IT Support staff,
other departments (within DHS as well as external agencies), and/or
third-party vendors to determine network and infrastructure
security requirements for new system implementations, troubleshoot
and repair outages and service degradation, including performing
research and gathering information, while ensuring network
performance is not impacted. Troubleshoots network systems,
resolves, and rectifies network issues. Monitors and identifies
capacity and performance issues for DHS’s enterprise network
infrastructure traffic to ensure continued, uninterrupted
operation. Documents trouble reports using Remedy ticket system.
Provides accurate and timely updates in tickets. Performs project
management tasks such as team building, staff training and
scheduling. Plans, schedules, and performs maintenance on network
systems to avoid any down time due to networking issues. Provides
customer service (with products, services, and recommendations) to
both internal and external customs that meets or exceeds the
standards set by the Department. Promotes and supports the use of
technology that enables productivity and further enhances the level
of customer satisfaction. Responds to customer inquiries in a
timely and courteous manner, while ensuring all customer
communication is documented. Adheres to all policies and
regulations concerning confidentiality, use of state property,
training requirements, and technical/physical security. Works at
various locations as required. Ensures all written communication is
clear, concise, and audience appropriate. Considers impact and the
need for urgency when deciding a course of action. Does not misuse
government property for personal gain, including non-work-related
internet usage. Motivates and leads cross-functional teams and
manages stakeholder groups at various levels of the organization to
build trust and forge critical consensus. Meets legal, regulatory,
and policy mandates. Education: Associate degree from an accredited
college or university with a major in Information Technology or
related field or equivalent experience. General Experience: Minimum
eight (8) years of computer-related experience Specialized
Experience: At least 3 years of experience configuring firewalls.
At least 7 years of experience configuring routers and switches. At
least 10 years of experience monitoring network equipment. At least
10 years of experience with excellent communication skills (oral
and written) in clear, concise English with correct spelling and
grammar. Must have experience with network analysis/management
tools and techniques and be familiar with Personal Computers (PCs)
in a client/server environment. Must be familiar with IT technology
and long distance and local carrier management. Applicants must be
