CAREER ADVANCEMENT PROGRAM: All Professional Work Category positions advertised at a Pay Band 2 are part of NGA's Career Advancement Program (CAP). Employees in the Career Advancement Program will be evaluated semi-annually to determine if they meet the established program requirements. If requirements are met, employees will be eligible for a salary increase. Upon meeting all program requirements, the employee is eligible to be promoted non-competitively to a Pay Band 3. This promotion completes Career Advancement Program participation meaning the employee will no longer receive salary increases through the Career Advancement Program, and will now be evaluated in accordance to the Agency's standard evaluation processes.

Job Summary

ASSIGNMENT DESCRIPTION: Administrative Investigators conduct independent, objective administrative and criminal investigations and inquiries, and prepare reports on allegations regarding employee misconduct, unethical behavior, fraud, waste and abuse, gross mismanagement, and other violations of law/policy under the authorities derived from the Inspector General Act of 1978. Administrative Investigators function as the liaison with the Defense Criminal Investigative Service (DCIS) and other federal investigative agencies, and conduct fraud awareness and prevention briefings to selected NGA audiences. They perform these functions in accordance with Agency and NGA Office of Inspector General (OIG) written guidance and established Council of Inspectors General on Integrity and Efficiency (CIGIE) standards.

ADDITIONAL INFORMATION: This is a term position, NTE two years in the Office of Inspector General Investigations Division. It is an entry-level position with responsibilities that include conducting office duties and some investigative field work to support investigations into criminal and administrative issues. The incumbent will provide a wide variety of support functions for the investigative and fraud analytics staff including researching and preparing reports, gathering Information from government information systems, and liaise with others external and internal to the agency. Additionally, the incumbent will input all complaints as intakes in the OIG Case Management Tracking System and draft referrals for those issues where an investigative case is not opened. Incumbent will respond to complainants through written and oral correspondence. Incumbent will perform other controlled and supervised assignments including investigative file management and maintenance; research for investigative cases; and processing case documents and reports, including complaints, subpoenas, and more.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). * Demonstrated experience conducting administrative duties such as mailings of all correspondence and/or, scheduling meetings and/or, records management and/or, assembling files.
* Communicate effectively both orally and in writing to produce grammatically correct correspondence and documents, and reports.
* Demonstrated experience in organizational skills and multi-tasking in an administrative office environment.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Business Administration, Criminal Justice, Criminology, Police Science, Political Science, Psychology, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 4 years of professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

* Completion of some college classes in criminal justice or law enforcement related areas.
* Demonstrated experience in data analysis (such as MS Excel spreadsheet).
* Ability to keep proprietary or confidential information secure and respecting confidences.
* Ability to develop and prepare PowerPoint slides for briefings.
* Ability to research, understand and apply laws, rules and regulations.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Band 02 $48,670 - $85,231

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications.
